Sheff Wed Faces Serious Challenges, Declares Football Regulator

'Our role is integral to football's future' - football oversight chief the new chairman

The Championship club's persistent issues constitute a "major concern" and the new football authority is seeking powers to look into club affairs in such situations, the newly appointed chairman the official has announced.

Through a comprehensive talk, the chairman, who was recently selected, showed understanding towards the club's followers.

Kogan met with four fan organizations representing the Championship side recently.

The Championship side have been experiencing difficulties in multiple areas in 2025, with the club delaying salary disbursements on five separate occasions, including in last month.

"Obviously the club has become a significant problem for EFL and a major challenge for the sport," Kogan told.

"Sheffield Wednesday is one of the historic institutions for English football and recently we have met supporters' organizations.

"We're now looking to get powers... which will permit us to bring Sheffield Wednesday - and other clubs brought to our attention if they need to be investigated and addressed."

Monetary Issues and Proprietorship Status

Wednesday's embattled owner Dejphon Chansiri indicated in the summer he would be prepared to relinquish control at the stadium, but he has not been able to secure a deal with prospective buyers.

Failure to pay player wages on time in March and May resulted in restrictions being imposed by the league officials in summer, stopping Wednesday from completing any recruitment activities for the next three transfer windows, although the ban was rescinded in late summer.

Authority's Position

The regulator explained: "The job [of the regulator] is there for the fans of Sheffield Wednesday, other clubs in similar situations where supporters are loyal to a local institution that has been part of their lives in multiple situations.

"I fully appreciate the team's plight, as I do for each organization that since 1992 have gone to the wall, or been close to going to the wall, for factors unrelated to the followers."

Questioned about whether the regulator could force an chairman to relinquish a club if they are deemed unsuitable, Kogan said: "If your question is 'would we intervene in the final instance?', the answer is once we collect the information and know what's going on, we will."

But Kogan stressed that compelling proprietors to divest clubs would be viewed as the ultimate measure and the oversight body would choose to collaborate with owners.

"The last thing what we want to do is begin intervening in an particular organization, an individual owner, without having the opportunity to collaborate with that proprietor to address the challenges confronting the team and the chairman's encountering," the chairman stated.

"However, realistically, when you look back over the history of football, over the last 20 or 30 years there have been some owners, not many, but some who have been irresponsible in the approach they have taken toward their clubs and ultimately don't wish to take responsibility for the long-term prospects."

'Mistakes could erase significant advances'

The chairman convened with delegates from multiple organizations to lay out the remit of the regulator on Wednesday and maintained it represented a "forward-thinking discussion" with a "substantial involvement" from the grassroots to elite level.

"The role holds considerable importance, because if we get it wrong, if the world of football gets it wrong, the significant advances achieved necessary will vanish swiftly," the regulator warned.

"And that's what nobody wants in the context of the English game is a huge success story - we must maintain momentum.

"Considerable investment coming into football and has come into football for the past two decades, because there's no guarantee it will persist in entering the game, which is among the factors explaining I think we have to take a really clear view on risk and of course, of the coming seasons."

Top Flight Apprehensions

Top flight officials resisted the creation of a regulator because of concerns about detrimental effects on the Premier League's sporting equality, but the regulator stated: "I completely endorse the prosperity and expansion as an financial organization of the elite league.

"Being fully aware of the concern of undermining the top flight as an elite competition of this country. But concurrently, if you consult with top flight officials after today's meeting, they would have had a substantial amount of confidence -and, actually, they have been advising us privately they have a significant confidence."

Partisan Associations

Kogan is still facing a "thorough examination" by the public appointments commissioner after he revealed he contributed money to the political party in 2020.

The official provided financial support for Secretary of State for Culture, Media and Sport Lisa Nandy's leadership campaign, along with that of the government leader.

"I have fully disclosed my previous political affiliation [with Labour], and that political affiliation came to an end the day the select committee approved my appointment," the regulator explained.

"I am presently disconnected from any sort of politics."
